CCS is closing its doors,
but CECHCR lives on!

We are delighted to announce that our signature CECHCR initiative is being carried forward by The Volition Group headed by Matt Bittner, one of our CECHCR team health benefits experts—effective April 1, 2024.

Responding to runaway health benefits costs in the public education arena, CCS formed the labor-management CECHCR project in 2005 to provide education and purchasing wisdom that led to well over $200 million in documented savings for school districts and their employees without reducing the quality of their benefits.  This game-changing initiative features strict neutrality, refusal to take any compensation from the insurance industry (unlike insurance brokers), and a collaborative, transparent approach.

As the founders of CECHCR are now retiring, Matt Bittner is fully continuing the CECHCR Approach. The California education community can still count on the full range of CECHCR’s services provided with a deep commitment to CECHCR’s values. Please visit his website at www.thevolitiongroup.com/CECHCR to connect with him.

THE CECHCR TRANSITION TEAM

A message from Cindy Young, the current CECHCR project director:

“Working as a CECHCR leader to help districts and unions improve the cost and quality of their health benefits has been some of the most meaningful work I have done in my entire career. It is time now to pass this important work on to Matt Bittner so he can continue CECHCR’s education on best practices and expert assistance with purchasing health insurance for California’s public education community.”

“The CECHCR team has had a profound impact on the California education community, and I am honored to carry on the important  CECHCR legacy. I am thrilled to share a vision of the future of CECHCR with you.”

— MATT BITTNER, FOUNDER + PRESIDENT OF THE VOLITION GROUP

THE CCS STORY

From its humble beginnings in 1989 as a project inside of California state government, to its 33 years of serving the public education community as a non-profit organization, CCS is proud of its game-changing impact—in the diverse arenas of labor-management relations, afterschool program quality, healthy behaviors for children and families, and employee health benefits.

Of course, we couldn’t have done it alone. Our achievements were made possible by an amazing team of experts, wonderful volunteers, hard-working coalitions of stakeholders, and generous grant funding from many private foundations and public agencies […]
